# CHARTE
- Se répartir les taches, faire des groupes de travail, il faut se faire aider et ne pas supporter tout le travail restant à faire. Faire une Newsletter pour trouver des volontaires et/ou par Facebook.
Régine propose de faire des ateliers (ou proposer des formations) pour attirer du monde et récolter de la main d'oeuvre pour nos groupes de travail.
- La traduction en anglais est en cours (Vanessa), mais pas de piste pour la traduire en Tahitien.
- La modification proposée par Luc lors de la dernière réunion à la Mairie de Punaauia a été faite (rajout de la phrase « à proximité du mouillage » dans l'article 5).
- La prochaine étape sera de la faire « parrainer » par des autorités concernées : ministre du tourisme, de l'environnement, DPAM, Haut-Commissaire, associations représentatives comme FAPE et d'autres.
- La charte sera impérativement proposée lors de la prochaine AG pour sa validation définitive.
- On pense déjà à des moyens de diffusion (comme une brochure distribuée par la gendarmerie lors de l'entrée sur le territoire)

# FINALISATION de la présentation de l'asso sur le drive, ce sera fait aujourd'hui par Arnaud et Régine

# GROUPE DE TRAVAIL sur les déchets dans les îles (Régine) et à la marina Taina ; réalisations d'affiches pour améliorer le tri.

# RAIATEA – MIRIMIRI
- L'AVP a été contactée par la gendarmerie de Raiatea. Ils ne connaissent pas vraiment les textes à appliquer ; les diverses autorités se renvoient la patate chaude. La gendarmerie condamne fermement l'usage de la violence.
- Il n'y a pas de texte spécifique réglementaire local concernant cette zone ; la notion de durée limitée à 48h n'existe pas ; on a le droit d'y mouiller, c'est un bon abri en cas de maraamu.
- Arnaud doit rappeler la gendarmerie. Il ne faut pas s'approprier la zone, un stationnement de trop longue durée pourrait être abusif.
- Une plainte a été déposée par un voilier et un autre voilier risque de le faire, on va les contacter pour avoir plus d'infos.
- Pré-plainte en ligne, c'est possible : https://www.pre-plainte-en-ligne.gouv.fr/ (pour les particulier uniquement)
- On va prendre contact avec le collectif créé pour Mirimiri et on va aussi contacter les voiliers mis en cause.

# BORA-BORA
- BBMS n'a pas répondu au mail de l'AVP lui demandant de fournir ses conditions d'assurance.
- BBMS empêche tout mouillage forain.
- BBMS facture 3000F/jour sa bouée sans aucun service, contre 500F/jour à Taina avec beaucoup de services gratuits ou payants (accès à terre sécurisé, eau potable, douches et sanitaires, parking surveillé, etc, etc …)
- On va écrire au maire (lettre ouverte) pour lui demander une zone de mouillage libre et gratuite, et l'interpeller sur les prix prohibitifs pour aucun service et aucun accès à terre.

# MOOREA
- Mettre en ligne le rapport du commissaire enquêteur avec notre avis
- Chercher des infos sur l'évolution du dossier

# PUCES NAUTIQUES :
- Les puces nautiques à Taravao se sont bien passées ; affluence nécessairement limitée
- Prochaines puces:
---> le 6 octobre 2019 à Taina, avec si possible atelier d'ouverture d'un radeau de survie
---> probablement en nov/déc au YC d'Arue, avec atelier Homme à la mer.

- L'antenne de Fakarava commence à fournir des adhésions
- Baisse significative du nombre d'inscrits à la newsletter, Arnaud va chercher dans la base pour en trouver la cause.

# CHARTE :

Nous sommes au niveau zéro : présentation de la charte aux adhérents, viendra ensuite les niveaux suivants (presse, haut-commissaire, politique, etc...)
Cette charte référence les textes déjà existants et prend les devants sur des réglementations à venir qui seront inévitables. Son but est de faire un premier pas pour être reconnus, l'idée n'est pas d'aller au frontal avec les terriens mais de négocier et proposer.
On voudrait que cette charte devienne un document de référence (par exemple : donner les procédures de franchissement d'axe de piste, une réunion est prévue avec la vigie ce mercredi)
Logo de la charte : « A paruuru te moana » se traduit par « je protège mon océan »
La charte sera bilingue, plus une version en tahitien (à l'étude)
Tout le monde fait des chartes, nous nous sommes inspirés de nombreuses et nous avons rajouté les spécificités locales.
Le texte de cette charte est tourné de façon à s'adapter à toutes les situations, en limitant au maximum les contraintes extrêmes.
Dans l'esprit des gens ici le lagon fait partie de la propriété donc on le respecte.
Enfin, cette charte ne sera pas obligatoire pour les membres de l'AVP, ceux qui y adhèrent pourront hisser le pavillon de la charte et ainsi montrer à tous que nous ne sommes pas des pollueurs car nous respectons la mer.
Modification sur l'article N°5 : rajout de « à proximité du mouillage »
Idée de Luc : aller avec cette charte voir les loueurs et charters

# BORA BORA :

C'est encore le flou total, plusieurs bateaux sont hors zone, tous ont été contrôlé mais pas de verbalisation pour l'instant.
Le texte est ambigu, on a peut être le droit de mouiller librement 24 heures et au delà il faut prendre un corps mort. La société BBMS contrôle les bateaux dès leurs arrivés dans la passe.
La zone de mouillage est obligatoire, elle est gérée par la société BBMS dans sa totalité.
L'AVP n'a pas assez d'informations fiables sur la situation de Bora, Eric demande à Marie de créer une antenne et de fédérer un maximum d'adhérents pour que nous puissions défendre Bora auprès de la DPAM par exemple.

# PGEM de MOOREA

La fin de l'enquète bublique était le 27 avril 2019, le rapport du commissaire enquêteur devait être disponible 1 mois après, soit le 27 mai, le document n'a pas été rendu publique mais Bernard a réussi à l'obtenir.
Le résultat n'est pas bon, le commissaire enquêteur n'a pas tenu compte des nombreuses remarques et propositions faites par l'AVP, et les 69 autres participants à cette enquête.

- Fakarava's antenna begins to provide memberships

Start of the meeting: presentation of each one by a round table.

CHARTER:

We are at zero level: presenting the charter to the members, then will come the following levels (press, high commissioner, politics, etc...)
This charter refers to existing texts and takes the lead on future regulations that will be unavoidable. Its goal is to take a first step to be recognized, the idea is not to go to the front with the earthlings but to negotiate and propose.
We would like this charter to become a reference document (for example: giving the procedures for crossing the runway axis, a meeting is scheduled with the lookout this Wednesday)
Charter logo: "A paruuru te moana" translates as "I protect my ocean"
The charter will be bilingual, plus a Tahitian version (under consideration)
Everyone makes charters, we have been inspired by many and we have added local specificities.
The text of this charter is turned in such a way as to adapt to all situations, limiting to the maximum extreme constraints.
In the minds of the people here the lagoon is part of the property so we respect it.
Finally, this charter will not be mandatory for the members of the AVP, those who adhere to it will be able to raise the flag of the charter and thus show everyone that we are not polluters because we respect the sea.
Change on Article 5: Adding "near mooring"

BORA BORA:

It's still completely unclear, several boats are out of zone, all have been checked but no verbalization at the moment.
The text is ambiguous, we may have the right to wet freely 24 hours and beyond we must take a dead body. BBMS controls the boats as soon as they arrive in the past.
The mooring area is mandatory, it is managed by the company BBMS in its entirety.
The AVP does not have enough reliable information about Bora's situation, Eric asks Marie to create an antenna and unite as many members as possible so that we can defend Bora with The DPAM for example.

MOOREA's PGEM

The end of the Bublique investigation was April 27, 2019, the report of the investigating commissioner was to be available 1 month later, on May 27, the document was not made public but Bernard managed to obtain it.
The result is not good, the investigating commissioner did not take into account the many comments and proposals made by the AVP, and the other 69 participants in this investigation.

- ECOCEAN : si pas dans le même domaine d'activité, pas de problème si nom identique ; faut peut-être déposer le nom/activité à INPI (300 € env, pour durée …?). INPI compétent localement ou non ?
- Voir si enveloppe « solo », qui serait moins chère (on met le nom dans une enveloppe, scellée, INPI, si 2° nom déposé, on le bloque ainsi …
- Logo : texte dessous en polynésien : cf Académie Polynésienne pour traduction correcte
- On présentera la charte aux adhérents, pour avis et commentaires, idem pour logo
- Mettre solutions sur les points délicats : exemple : kit caisse eaux noires complet SVB : 13000 frs

# Bora-Bora :
- Réunion prochaine avec DPAM pour régler le problème du mouillage des résidents

- Le mouillage est autorisé partout (sauf zones de câbles sous-marins, …) pour 24 heures maxi ; au-delà, c'est les zones spécifiquement autorisées
- La plage de Matira faisait déjà l'objet d'une interdiction ==> arrêté à trouver

Swim Tahiti to Moorea
The AVP was asked to participate.
The organization leaves something to be desired with safety problems such as the follow-up of a swimmer with a sailboat, much less manoeuvring than a motor boat.
The AVP is in solidarity, but will not participate because mainly of insurance and responsibilities in case of problems: to e-mail in this direction.

World Ocean #Journée: June 8, Venus Point
New name: "sea effect"
Little information about the event, or the price of the event; would now be more commercial?

Positioning: we regret that the public space is shrinking and privatizing more and more because a stop is illegal if there has been no public inquiry.

- Bora Bora: The mooring order is most likely illegal because there has been no public inquiry into what is in fact a development plan. Write a letter to the mayor on this basis (Bernard)

- Fakarava: IT is the DIREN that would be at the maneuver for a draft decree:
Diving passes south forbidden without local monitor (equivalent to privatization)
Prohibition of filming in the south pass
Mandatory approved guide to pink sands (equivalent to privatization)

# Nage Tahiti à Moorea
L'AVP a été sollicitée pour y participer.
L'organisation laisse à désirer avec des problèmes de sécurité comme le suivi d'un nageur avec un voilier, bien moins manœuvrant qu'un bateau à moteur.
L'AVP est solidaire, mais n'y participera pas à cause principalement de l'assurance et des responsabilités en cas de problème : faire mail dans ce sens.

#Journée Mondiale des Océans : 8 juin, pointe Vénus
Nouveau nom : "l'effet mer"
Peu d'infos sur l’événement, ni sur le prix de la participation; serait désormais plus commercial ?
Ça serait intéressant de présenter notre charte, mais on est pas prêt.

- Ecrire une page sur Facebook pour dénoncer l'absence d'action du Pays sur le problème des épaves.
Rencontrer le haut-commissaire ? Pour alerter sur le problème des épaves, voire une taxe à l'entrée pour financer le recyclage/démantèlement des épaves ? (mais ça n'est pas dans son champ de responsabilités du fait du statut d'autonomie)
- Voir avec le prochain haut-commissaire, car l'actuel est sur le départ
- Filière locale déconstruction ?

# Mouillages de Bora-Bora, Fakarava et Moorea
Se positionner : on déplore que l'espace publique se réduise et se privatise de plus en plus car un arrête est illégal si il n'y a pas eu d’enquête publique.

- Bora Bora : L'arrêté concernant les mouillages est très probablement illégal, car il n'y a pas eu d'enquête publique sur ce qui est en fait un plan d'aménagement. Ecrire une lettre au maire sur cette base (Bernard)

- Fakarava : C'est la DIREN qui serait à la manœuvre pour un projet d'arrêté :
Plongée passe sud interdite sans moniteur local (équivalent à privatisation)
Interdiction de filmer dans la passe sud
Guide agréé obligatoire pour aller aux sables roses (équivalent à privatisation)
>>> décision en commission, on attend l’arrêté ministériel qui est en cours …

- Moorea : Attente de la publication du rapport du commissaire-enquêteur, à partir du 27 mai environ.

- Des nouvelles cotisations ramenées par Arnaud
- Problèmes administratifs kafkaïens pour débloquer le compte bancaire CCP-OPT (suite à problèmes de signatures)

1- Moorea PGEM
The EP will end on 27/4 in Moorea.
For the AVP, stand-by until the publication of the Commissioner-Investigator's report (regulatoryly one month after the end of the EP, may 27).

2 - Various interviews
Eric has met with various high-level contacts related to the nautical environment.
He also met with the JRCC, which has virtually no financial means...: project to develop an AVP relay for security messages (AVURNAV, disappearances, etc.)
He also met with the Vigie du Port Autonome de Papeete: the AVP will propose a procedure for accessing sailboats, for validation by the PAP...
He met the Rescuers at Sea, who have little resources either; Provide us with a page to appear on the AVP website (do not have a site of their own); insert a line to encourage them to donate?

Note: Prepare a presentation topo of the AVP (powerPoint genre), intended for "policies" (who we are, past actions, present, future, 1901, website, staff, what we want, etc ...)
To be done after the charter in draft.

3 - Anglo-Saxons
- Ryan Levinson represents the AVP with Anglo-Saxon sailboats.
- Specific articles could be translated into English, and included in the site (PDF format), to improve in some cases the automatic translation of Google. To see in practice so problems.

4 - Room reservation for AG 2020
It's hard to find meeting rooms for cheap; they must be booked well in advance. Agreement in principle to reserve a room for the 2020 GA now; date to be specified (February OR March?).

5 - Pavilion
Start preparing a graphic project of the Pavilion (guidon, ....) of the AVP

6 - Insurance for sailboats in Polynesia
Eric contacts broker to see if it is possible to find an insurer interested in offering an attractive rate exclusively to AVP members.
The asso should also be insured for the events it organises: see regulations and tariffs.

1- PGEM Moorea
L'EP se terminera le 27/4 à Moorea.
Pour l'AVP, stand-by jusqu'à publication du rapport du commissaire-enquêteur (réglementairement un mois après la fin de l'EP, soit 27 mai).

2 - Entrevues diverses
Eric a rencontré divers contacts à niveau élevé, en lien avec le milieu nautique.
Il a également rencontré le JRCC qui ne dispose pratiquement d'aucuns moyens financiers...: projet de mise au point d'un relais AVP pour messages de sécurité (AVURNAV, disparitions, etc)
Il a aussi rencontré la Vigie du Port Autonome de Papeete: l'AVP proposera une procédure d'accès des voiliers, pour validation par le PAP...
Il a rencontré les Sauveteurs en Mer, qui ne disposent guère de moyens non plus; nous fourniront une page pour apparaître sur le site de l'AVP (n'ont pas de site en propre); insérer une ligne pour inciter à leur faire des dons ?

Nota: Préparer un topo de présentation de l'AVP (genre PowerPoint), destiné aux "politiques" (qui nous sommes, actions passées, présentes, futures, 1901, site internet, effectifs, ce qu'on veut, etc ...)
A faire après la charte en projet.

3 - Anglo-saxons
- Ryan Levinson représente l'AVP auprès des voiliers anglo-saxons.
- Des articles spécifiques pourraient être traduits en anglais, et inclus dans le site (format PDF), pour améliorer dans certains cas la traduction automatiques de Google. A voir en pratique si problèmes.

4 - Réservation salle pour AG 2020
Il est difficile de trouver des salles de réunions pour pas cher; il faut les réserver longtemps à l'avance. Accord de principe pour réserver dès à présent une salle pour l'AG de 2020; date à préciser (février OU mars ?).

5 - Pavillon
Commencer à préparer un projet graphique de pavillon (guidon, ....) de l'AVP

6 - Assurance pour voiliers en Polynésie
Eric contacte courtier pour voir s'il est possible de trouver un assureur intéressé à proposer un tarif intéressant exclusivement aux membres de l'AVP.
L'asso devrait également être assurée pour les manifestations qu'elle organise: voir réglementation et tarifs.

7 - Divers

AVP's strategy vis-à-vis the MMPP
Comments are made on the registry to obtain an amendment to the current text, and to report that there have been perceived legal flaws in it. We wait until the public inquiry is completed (report of the investigating commissioner published), or even the decree prescribing the PGEM.
Then, very divided opinions: legal confrontation if it is possible or do nothing ...
Legal consultation to be prepared, for an informed opinion of Polynesian law specialist.
