5 - Position of the AVP versus AirBNB

The rental of rooms on boats has become democratized with the appearance of online tools such as AirBNB (not the only one).

The AVP's attention was drawn to the reporting of vessels engaged in this type of commercial activity under "limits" safety conditions, which could damage the image of boaters in general.

The position of the AVP office is as follows:

The AVP is not opposed to this type of activity in so long as the renters strictly comply with safety rules, environmental protection rules, and of course local bylaws.

It seems that an upcoming evolution of the country's regulations on this type of rentals is in the pipe ...

It is proposed that the AVP contact directly and personally the two specifically identified vessels.

6 - AVAAZ Petition

The purpose of this petition (anonymous author ...) concerns the mooring ban in Taiamanu (Moorea). There are about 200 signatories (4 times less than the one concerning the ban on kite-surfing ...)....).

7 - Room for the PGEM briefing

The halls of the town hall of Papeete and the town hall of Punaauia are not available on this date.

Fakarava:

Buoys installed as part of the mooring restrictions (biosphere management) have disappeared. There were also reportedly two buoy breaks, at least one of which resulted in the loss of the boat. To be confirmed

It is, in theory, obligatory to run for mayor of Fakarava when you arrive by sailboat. We are then asked for a 1000 fr/sem tax for household waste (!!! given the Fakarava garbage dump), as well as a residence tax of 35 francs/day/person (i.e. 6100 francs/month in total for a boat of 2 people...).

5 – Position de l'AVP versus AirBNB

La location de chambres sur des bateaux s'est démocratisée avec l'apparition d'outils en ligne du type AirBNB (ce n'est pas le seul).

L'attention de l'AVP a été attirée par le signalement de bateaux pratiquant ce type d'activité commerciale dans des conditions de sécurité (entre autres) « limites », qui pourraient ainsi porter atteinte à l'image des plaisanciers en général.

La position du bureau de l'AVP est la suivante :

L'AVP ne s'oppose en rien à ce type d'activité dans la mesure où les loueurs respectent de manière drastique les règles de sécurité, les règles de protection de l'environnement, et bien sûr les règlements administratifs locaux.

Il semble qu'une évolution prochaine de la réglementation du pays sur ce type de locations soit dans le tuyau …

Il est proposé que l'AVP contacte directement et personnellement les 2 navires spécifiquement identifiés.

6 – Pétition AVAAZ

L'objet de cette pétition (auteur anonyme …) concerne l'interdiction de mouillage à Taiamanu (Moorea). Il y a environ 200 signataires (soit 4 fois moins que celle concernant l'interdiction du kite-surf ….).

Pas de réaction de l'AVP.

7 – Salle pour la réunion d'information PGEM

Les salles de la mairie de Papeete et de la mairie de Punaauia sont indisponibles à cette date.

Arnaud propose à défaut l'arrière-salle aux 3 Brasseurs.

# Fakarava :

Des bouées installées dans le cadre des restrictons de mouillage (gestion « Biosphère ») ont disparues. Il y aurait également eu 2 ruptures de bouées, dont une au moins ayant entrainé une perte du bateau. A confirmer

Il est, en théorie, obligatoire de se présenter à la mairie de Fakarava lorsqu'on arrive en voilier. On se voit alors réclamer une taxe 1000 fr/ sem pour les ordures ménagères ( !!! vu la décharge à ordures de Fakarava) , ainsi qu'une taxe de séjour de 35 fr/jour/personne (soit 6100 francs/mois au total pour un bateau de 2 personnes...).

Dear boaters, dear boaters,

The Association of Sailors in Polynesia has made it its mission to be the unavoidable and representative interlocutor of boaters, whether they are from here or passing through the decision-makers, political representatives who have not not often a good image of boating. That's why you joined us. We are working to increase contacts but also to ensure that the image of boating is better perceived and accepted by the inhabitants. Finally, we are all sensitive to the marine environment, an axis of communication that I am keen to focus on.

You will find in this long letter the links on our current actions as well as the spirit in which we would like to work together so that boating is a leisure and perhaps even a way of living in harmony with the inhabitants of the islands in a preserved environment.

We want managers to have a better understanding of the specific issues of boating. Perhaps we need to repeat that from Tahiti, we need half a day to get to Moorea, a whole day (yes, 24 hours) to go to the Leeward Islands, sometimes double to get back. We travel the pacific at the speed of a runner. And not Usan Bolt, take an average runner instead. During this time, we sleep little, may have difficulty feeding ourselves and ensure a night and day watch. In short, stopovers are essential to our safety, if not to our well-being. That we are then confined to the bottom of the bays for the wrong reasons and for the benefit of other tourist activities seems extremely unfair to us because we are all in love with our environment. We use the wind to move and not non-renewable energy, we are dependent on weather conditions as a result the mooring time limits seem difficult to apply.

That's why the revision of Moorea's Maritime Space Management Plan (MMIS) is one of our major projects. In short, we want to keep the possibility of getting wet wherever it is not prohibited.

The reasons are diverse, transportation safety is one of them and you can help draft the many other reasons we will add to the public utility survey that the Municipality of Moorea is expected to launch soon. For it is the very practice of boating that is in danger, nothing less. If all the islands follow suit on these kinds of decisions, we will spend more time booking buoys at the bottom of the bay than enjoying pleasant moorings. What's the point of having a sailboat in these conditions... On the contrary, we are convinced that boating is a reservoir of jobs and that its environmental impact is very bearable. It is this message that we would like to deliver to Tavana Franck TAPUTUARAI and Hereiti ARAPARI of the Moorea Town Hall who will present the PGEM project on Saturday 16 June 2018 at 9:00, in the gardens of the Assembly of French Polynesia.

Of course, we also have to be blameless. And we're going to have to sweep in front of our door a little bit. We will have to make our own the slogan "Nothing overboard, all my waste in the port!" and act so that the ports are able to receive our garbage, sorted. How sad to see, and this is just one example among others, the perfectly sorted garbage cans of three boats of the Tahiti Pearl Regatta (glass, plastics/aluminium, household waste) end up in approximate containers, abandoned in the city center ... Our black water stakes must be collected or discharged offshore, the lagoon must be preserved and protected. Anchors must be done on sandy bottoms... It is with this in mind and to spread this message that we will participate in World Oceans Day on June 9, the underwater clean-up action of the Yacht Club of Tahiti on June 24th...

We defend boaters, those who sail with a boat in good condition, manoeuvring, whether at port or at anchor. We identify garbage boats, shipwrecks, and sucker boats because we consider that a pleasure boat is not a house but a means of habitable transport and in this sense must be able to sail! Alerted by the practice of airbnb on boats, we are not opposed because it is not illegal but we condemn the use of boats anchored almost permanently to do so, especially in Moorea, because they are at odds with the current PGEM.

We are respectful of the law and the administrative, safety and environmental protection rules but also intend to enforce our rights. It is not normal, as we are seeing more and more, to be assaulted by local residents who overstep their rights and police themselves. But it is by being particularly blameless on the local orders, customs and practices that we will arrive, I am sure to sail peacefully, respecting the environment and the inhabitants of the islands.

The members of our association that you are want nothing more than to maintain the link between boaters, environment and people.

Chères plaisancières, chers plaisanciers,

L’Association des Voiliers en Polynésie s’est donné pour mission d’être l’interlocuteur incontournable et représentatif des plaisanciers⋅ières, qu’ils ou elles soient d’ici ou de passage auprès des décideur⋅euse⋅s, des représentant⋅e⋅s politiques qui n’ont pas souvent une bonne image de la plaisance. C’est dans ce but que vous nous avez rejoint. Nous travaillons à multiplier les contacts mais aussi à ce que l’image de la plaisance soit mieux perçue et acceptée par les habitant⋅e⋅s. Enfin, nous sommes tous sensibles à l’environnement marin, axe de communication qu’il me tient à cœur de privilégier.

Vous trouverez dans cette longue lettre les liens sur nos actions en cours ainsi que l’esprit dans lequel nous voudrions travailler ensemble pour que la plaisance soit un loisir et peut-être même une façon de vivre en harmonie avec les habitant⋅e⋅s des îles dans un environnement préservé.

Nous voulons que les responsables comprennent mieux les problématiques spécifiques de la plaisance. Peut-être faut-il répéter que de Tahiti, il nous faut, nous plaisanciers⋅ières, une demie journée pour arriver à Moorea, une journée entière (oui, oui, 24 h chrono) pour aller au Îles-Sous-le-Vent, quelquefois le double pour en revenir. Nous parcourons l’étendue du Pacifique à la vitesse d’un coureur à pied. Et pas Usain Bolt, prenez plutôt un coureur moyen. Pendant ce temps, nous dormons peu, pouvons avoir des difficultés pour nous nourrir et assurons une veille nuit et jour. Bref, les escales sont indispensables à notre sécurité, sinon à notre bien-être. Que nous soyons alors cantonnés au fond des baies pour de mauvaises raisons et au profit d’autres activités touristiques nous paraît extrêmement injuste car nous sommes, tous, amoureux de notre environnement. Nous utilisons le vent pour nous déplacer et non des énergies non renouvelables, nous sommes tributaires des conditions météo en conséquence les limites de temps de mouillage nous paraissent difficiles à appliquer.

C’est pourquoi la révision du Plan de Gestion de l’Espace Maritime (PGEM) de Moorea est un de nos grands chantiers. En résumé, nous voulons conserver la possibilité de mouiller partout où ce n’est pas interdit.

Les raisons sont diverses, la sécurité des transports en est une et vous pouvez participer à la rédaction des nombreuses autres raisons que nous ajouterons à l'enquête d’utilité publique que devrait lancer bientôt la municipalité de Moorea. Car c’est la pratique même de la plaisance qui est en danger, rien de moins. Si toutes les îles emboîtent le pas sur ce genre de décisions, nous passerons plus de temps à réserver des bouées en fond de baie qu’à profiter de mouillages agréables. À quoi bon avoir un voilier dans ces conditions… Nous sommes convaincus, au contraire, que la plaisance est un réservoir d’emplois et que son impact environnemental est très supportable. C’est ce message que nous voudrons délivrer au Tavana Franck TAPUTUARAI et Hereiti ARAPARI de la mairie de Moorea qui viendront présenter le projet de PGEM samedi 16 juin 2018 à 9:00, dans les jardins de l’Assemblée de Polynésie française.

Bien entendu, il faut aussi que nous soyons irréprochables. Et il nous faudra un peu balayer devant notre porte. Il faudra faire nôtre le slogan “Rien par-dessus bord, tous mes déchets au port !” et agir pour que les ports soient capables de recevoir nos poubelles, triées. Quelle tristesse de voir, et ce n’est qu’un exemple parmi d’autres, les poubelles parfaitement triées de trois bateaux de la Tahiti Pearl Regatta (verre, plastiques/aluminium, déchets ménagers) finir dans des conteneurs approximatifs, abandonnés au centre ville… Nos eaux noires doivent être collectées ou rejetées au large, le lagon doit être préservé et protégé. Les ancrages doivent se faire sur des fonds de sable… C’est dans cet esprit et pour diffuser ce message que nous participerons à la journée mondiale des Océans le 9 juin, à l’action de nettoyage sous-marin du Yacht Club de Tahiti le 24 juin...

Nous défendons les plaisanciers, ceux qui naviguent avec un bateau en état, manœuvrant, qu’il soit au port ou au mouillage. Nous recensons les bateaux-poubelles, bateaux-épaves, et bateaux-ventouses car nous nous considérons qu’un bateau de plaisance n’est pas une maison mais un moyen de transport habitable et en ce sens doit pouvoir naviguer ! Alertés par la pratique du airbnb sur les bateaux, nous ne sommes pas opposés car elle n’est pas illégale mais nous condamnons l’utilisation de bateaux ancrés quasiment à demeure pour le faire, notamment à Moorea, car ils sont en contradiction avec le PGEM actuel.

Nous sommes respectueux de la loi et des règles administratives, de sécurité, de protection de l’environnement mais entendons aussi faire respecter nos droits. Il n’est pas normal, comme nous le voyons de plus en plus, d’être agressés par des riverains qui outrepassent leurs droits et font la police eux-même. Mais c’est en étant particulièrement irréprochables sur les arrêtés, les usages et les pratiques locales que nous parviendrons, j’en suis sûr à naviguer paisiblement, en respect avec l’environnement et les habitant⋅e⋅s des îles.

Les membres de notre association que vous êtes ne souhaitent rien d’autre que maintenir le lien entre plaisancier⋅ière⋅s, environnement et habitant⋅e⋅s.

Subject: Proposals for changes to Moorea's new PGEM project:

Dear Tavana,

The community of sailboats using the Moorea mooring areas was recently invited
your services at a meeting on Moorea's new PGEM project, and we'll hear from you
we are very grateful.
This was an opportunity for the two entities to get to know each other, and to raise our needs,
fears and expectations, but also raise awareness of our way of life and our integration into the
economic life of the island.
In order to gather everyone's opinions, it was decided to appoint a representative by category of
sailboats, and to bring together users upstream in order to synthesize their proposals and you
present them.
I would therefore be asking you to find below the summary of the outlines that have emerged from
our exchanges.
I would also like to point out to you that the protest movements that have emerged quickly under the
petitions to this day, represent the real fear of boaters, and the AVP is keen to
now engage in dialogue, and we hope for close collaboration so that your pro-
jet ends with everyone's agreement.

Preamble to proposals:

As part of the redesign of the Moorea PGEM, the Association of Sailors in Polynesia, which represents
has been and has acted since its inception in 1981 on behalf of all boaters and navigators in
Sailing at the Fenua, wishes to make a contribution that it hopes will be constructive to this work
public interest.
Indeed, it appears that - according to the specific requirements of each - opinions differ on the best
solutions for the future maritime space management plan.
The Association of Sailors in Polynesia wishes to attract the attention of its interlocutors
and the relevant administrations on two important points:
First, our position is by no means partisan, and has absolutely no vocation to defend the interests
boaters, to the detriment of other interest groups (fishers, residents, etc.). The whole of our
reflection was guided by the constant concern to reconcile the wishes of each person, on the one hand, while at the same time
maintaining a specific approach to sailing that allows for a solution
harmonious and consensual on the other hand.
Indeed, we must not lose sight of the fact that, notwithstanding the very isolated behaviours generated by
individuals who clearly misunderstand the most basic rules of life and living skills.
respect for others, Moorea has never had to complain about incidents or accidents caused by navigators
sailboats have always been able to enjoy the beauties of the island without harming or harming anyone

All boaters are eager to maintain the quality relationship that unites them with Moorea, and

Dead? Who's going to maintain them? Who's going to keep an eye on them? Who will finance their repairs? Who's going to
Assign? By what criteria? What will be the responsibilities incurred if a dead body gives way and
that a boat is rushed to the reef? Which company to buy ad'hoc insurance from?
What will be the cost of these insurances? What would happen in the event of a cyclone? Etc...
As such, the sailors reaffirm their desire to maintain their autonomy and not to ask
person, and certainly not the supply of dead bodies by definition causing potential problems
tiels, as mentioned above. This requires that they be given the opportunity to get wet in the
a safe place, where they can do everything on their own to ensure that their
Moorea leaves no trace, other than that of the expenses they are going to carry out in the

In short, boaters are asking for their most essential rights - including the right to go
and come freely, which is guaranteed by the Constitution - be respected, in the same way that they
by their behaviour respecting the environment, residents and the rules that will be instituted
by the future PGEM.
In this regard, and as a preliminary point, the sailboats intend to give them an indication of the following facts:
1 - Respect for the environment and ecosystems
With one exception, which will be the subject of a special provision below, all moorings
frequented by boaters is located in sand-bottomed areas (or mud), so we
cannot cause any damage or nuisance to the coral reef or seabed,
nor to the ecosystems present in the lagoon.
As such, it should be noted that Article 21 of the current PGEM authorizes the mooring of "uniquely-
"sand bottoms" confirms that this solution is by far the simplest and most
Ecological. In addition, rescue's October 2016 study of specific
Tahiamanu beach re-silting confirms ecological poverty of lagoon sand
(lack of endemic algae, absence of fish fauna...). This is further confirmed by the fact that

Similarly, the strength of currents in particular ensures the safety of potential boat releases on the
water quality, and a simple bacteriological analysis such as the one carried out in Raiatea or
Tahiti can prove it without possible challenge (see analysis in attachments).

which is perfectly compatible with the use of anchors on the above funds, since they cannot be

3 - Respect for good navigational practices and safety rules

The general meeting of the association took place Thursday, March 22 from 6 p.m. to 8 p.m., in the annex wedding hall of the Town Hall of PAPEETE.

President Arnaud JORDAN opened the meeting with the presentation of the members of the board to the meeting. Adrien and Aurore LED PIA, who lives in Moorea, apologized. The President recalled the various actions taken to make the Association operational again.

The Vice-President briefly presented the various meetings to publicize the Association since the last General Assembly on October 24, 2017. With the Commander of the Autonomous Port, the Deputy Mayor of Arue, the Deputy Of the Town Hall of Punaauia, to try to clarify the forbidden places at anchor, the accessible places and the places where mooring is tolerated. Many interpretations remain, as several members of the Assembly present. The President inquired the Assembly of the meeting with Onyx LE BIHAN, the person from Moorea City Council who is following the proposed amendment to the 2004 MSP. The office met several times to update the statutes and propose new texts. The Chair indicated that the question of a possible name change of the Association had arisen but that the majority of the board members were not in favour of it. The Vice-President argued for consideration of changing the name, and other stakeholders wanted everyone to think about the pros and cons of doing so.
The Treasurer presented the financial report for the 2017 financial year to the Assembly and provided an update on current memberships. The president has entrusted his third axis; without an increase in the number of members and the active participation of all the Association will have little credibility with the various officials.

The Assembly voted to give the President (0 votes against, 0 abstention and 34 votes in favour).

For the replacement of the outgoing members of the office, Adrien DELPIA and Georges OLIVERAS presented themselves two candidates. The Assembly voted for this renewal (0 votes against, 0 abstention, 34 in favour).

Projects and initiatives for 2018:

The President presented the new Site of the Association with its various sections and joints that is truly intended to inform all boaters about texts, services, exchanges of ideas. It is essentially from the Site that everyone anywhere will be able to have the information they are looking for, such as the various mooring points, maritime news, events, meetings, stories...

Members noted that the life of the association also involves direct exchanges and that meetings should still be scheduled to exchange during the year, not just at the General Assembly. This proposal is adopted with the aim of preparing arguments on the problem of Moorea's new PGEM.

Sophie DERIOLS proposes to organize a kind of Festival, "a highlight around sailing and boats", with workshops and animations that can interest all audiences and not just people who already practice sailing.

It will be necessary to meet as many representatives and elected officials in order to make known the reality of the expectations of boaters, on moorings, on nuisances, on road services, on respect for the environment ... Present the goals of the Association, the development of this type of tourism... Highlight the lack of space in ports and marinas while explaining that since it is a form of tourism chosen by the territory it is necessary that boats should be able to have anywhere of areas where the mooring is free provided they respect principles.

This will require a local increase in the actions of the office with the participation of members who know the situations and local or territorial representatives.

The President thanked the Assembly and invited all members to work for the development of the Association.

L'assemblée Générale de l'association a eu lieu Jeudi 22 Mars de 18h à 20h, à la salle annexe des mariages de la Mairie de PAPEETE.

Le président Arnaud JORDAN a ouvert la séance par la présentation des membres du bureau à l’assemblée. Adrien et Aurore DEL PIA résidant à Moorea s’étaient excusées. Le président à rappelé les diverses actions entreprises pour que l’Association redevienne fonctionnelle.

Mise à jour de l’Association auprès de la Direction des Associations avec inscription au Journal Officiel.
Ouverture d’un compte bancaire à l’OPT.

Le vice-président a brièvement présenté les diverses rencontres pour faire connaître l’Association depuis la dernière Assemblée générale le 24 Octobre 2017. Avec le Commandant du Port Autonome, l’adjoint au Maire d’Arue, l’adjoint de la Mairie de Punaauia, pour tenter de clarifier les endroits interdits au mouillage, les endroits accessibles et les endroits où le mouillage est toléré. Bien des interprétations subsistent comme le présentent plusieurs membres de l’Assemblée. Il faudra revenir là-dessus et collecter toutes ces informations pour les faire apparaître sur le Site internet de l’AVP, le second axe que le président entend développer.
Le président a fait part à l’Assemblée de la rencontre avec Onyx LE BIHAN, la personne de la Mairie de Moorea qui suit le projet de modification du PGEM de 2004. La situation n’est pas favorable aux plaisanciers, il faudra envisager d’intervenir lors de l’enquête d’utilité publique qui aura lieu après les élections territoriales vers le mois de Mai. Cette responsable est d’accord pour venir rencontrer les membres de l’Association afin de préciser les détails de ce projet.

Le bureau s’est réuni plusieurs fois pour actualiser les statuts et proposer de nouveaux textes. Le président indique que la question d’un éventuel changement de nom de l’Association s’est posée mais que la majorité des membres du bureau n’y était pas favorable. Le vice-président a argumenté pour que l’on envisage de changer de nom et d’autres intervenants ont souhaité que chacun réfléchisse aux avantages et aux inconvénients qu’il y aurait à le faire.
La trésorière a présenté le rapport financier de l’exercice 2017 à l’Assemblée et fait le point sur les adhésions actuelles. Le président a confié son troisième axe ; sans un accroissement du nombre de membres et une participation active de tous l’Association n’aura qu’une faible crédibilité auprès des divers responsables.

Les projets et les initiatives pour 2018 :

Le président a présenté le nouveau Site de l’Association avec ses diverses rubriques et les articulations qui a véritablement vocation à informer tous les plaisanciers sur les textes, les services, les échanges d’idées. C’est essentiellement à partir du Site que chacun où qu’il soit pourra avoir les informations qu’il recherche comme les divers points de mouillages, l’actualité maritime, les événements, les rencontres, les récits ...

Des adhérents ont fait remarquer que la vie de l’association passe aussi par les échanges directs et qu’il faudrait tout de même prévoir des rencontres pour échanger en cours d’année, ne pas s’en tenir uniquement à l’Assemblée générale. Cette proposition est retenue avec comme finalité, préparer des arguments sur le problème du nouveau PGEM de Moorea.

Sophie DERIOLS propose d’organiser une sorte de Festival, « un temps fort autour de la voile et des bateaux », avec des ateliers et des animations à même d’intéresser tous les publics et pas seulement les gens qui pratiquent déjà la voile.

Il faudra rencontrer un maximum de représentants et d’élus afin de faire connaître la réalité des attentes des plaisanciers, sur les mouillages, sur les nuisances, sur les services de voirie, sur le respect de l’environnement…Présenter les buts de l’Association, le développement de ce type de tourisme… Mettre en évidence le manque de place dans les ports et les marinas tout en expliquant que puisque c’est une forme de tourisme choisie par le territoire il faut que les bateaux puissent disposer un peu partout de zones où le mouillage est libre à condition de respecter certains principes.

Pour cela il faudra démultiplier localement les actions du bureau avec la participation de membres qui connaissent les situations et les représentants locaux ou du territoire.

Le président remercie l’Assemblée et invite tous les membres à œuvrer pour le développement de l’Association.

World Ocean Day 2018

This will be an opportunity to make ourselves known and to talk about the issues we face with the public.

Journée Mondiale de l’Océan 2018

Un village associatif est mis en place dans les jardins de Paofai le Samedi 9 juin 2018 avec des animations autour de la préservation des océans et du sujet crucial qu'est la pollution de ces derniers.

Nous tiendrons un stand pour rencontrer les gens, discuter et parler de l'AVP. Une activité ludique de matelotage, on propose d'apprendre à faire des nœuds de marins, des pommes de touline...

Ce sera donc l'occasion de nous faire connaître et de parler des problématiques que nous rencontrons avec le public.

Il sera aussi possible de proposer une animation publique au fare pote'e dans l'après midi, il faudra recontacter Louise pour cela; si vous avez des idées, proposez !
